The Dominican Republic prepares to measure security and victimization through the UNODC’s LACSI Initiative
Santo Domingo, April 27, 2022. Within the framework of the joint work plan between Dominican Republic’s National Statistics Office (ONE) and the United Nations Office on Drugs and Crime (UNODC) to strengthen capacities in the field of security, crime and criminal justice statistics, personnel from the UNODC-INEGI Center of Excellence carried out the second technical mission focused on measuring victimization.
In this second mission, carried out from April 21 to 26, specialized meetings were held with ONE staff to review the questionnaire and the data collection methodology, training was also provided to 240 interviewers and supervisors on the main UN concepts of security and victimization, in addition to accompanying the fieldwork for 2 days in two specific neighborhoods of the Greater Santo Domingo area to test the questionnaire.
Since December 2021, both UNODC-INEGI Center of Excellence and ONE have worked hard to adopt and adapt the Latin America and the Caribbean Crime Victimization Survey Initiative (LACSI) through the construction of a specialized module included in its Household Survey “ENHOGAR 2022”, with the long term objective to become a stand-alone in the near future. LACSI promotes a standardized regional questionnaire, aligned to the United Nations standards, which has been already used in 13 countries in the Latin American and Caribbean region, being DR the 14th country to adopt it.
This new module within ENHOGAR 2022, although a compact LACSI adaptation, will provide thorough information on the perception of security of the population aged 15 and over, the protection measures against crime that homes and citizens have adopted in their daily activities, as well as their condition of victimization specifically of 10 traditional crimes (theft, assault, bribery, among others) and 8 cybercrimes (cyberbullying, hacking, phishing, malware, ransomware, among others).
This module becomes a fundamental tool to generate comparable information at a regional and international level on security and victimization of the Dominican population, to monitor 4 indicators of the 2030 Agenda for Sustainable Development, specifically for Goal 16 “Peace, Justice and Solid Institutions”, to improve the lives and security of people.
It is planned that the UNODC-INEGI Center of Excellence can accompany the country during the national data collection to continue this fruitful collaboration.
