The objective of this forum was for experts from the national and international community to contribute with their experience to provide comments on the questionnaire of the Victimization Study and Perception of Insecurity (EVPI) 2021 in the Metropolitan District of Quito. EVPI has been carried out in the DMQ on 9 occasions since 2008, generating indicators at the local level.

During its intervention, the Center of Excellence stressed the importance of adjusting the instrument to adopt United Nations international standards generated and promoted by UNODC regarding the implementation of a Crime Victimization Survey, such as the Latin America and the Caribbean Crime Victimization Survey Initiative (LACSI), which promotes a regional questionnaire based in the International Classification of Crimes for Statistical Purposes (UNODC; 2015) and the guidelines of the Manual on Victimization Surveys (UNECE, UNODC; 2010). Among other institutions, the Organization of American States (OAS), as a member of the LACSI Working Group, also stressed the importance of adjusting EVIP to this Initiative.

Adopting LACSI would mean that Ecuador could generate quality, reliable, timely and comparable statistical information to monitor to monitor the progress of 5 indicators of the 2030 Agenda (11.7.2, 16.1.3, 16.1.4, 16.3.1, 16.5. 1) contributing to the achievement of Sustainable Development Goals (SDG) 11: Sustainable Cities and Communities and 16: Peace, Justice and Strong Institutions.

The Center of Excellence is available to provide guidance and technical assistance to the Member States of the region to implement Victimization Surveys, to understand the crime phenomenon in greater depth to take public policy decisions more effective and evidence-based to leave no one behind.

Este foro tuvo como objetivo el que personas expertas de la comunidad nacional e internacional contribuyeran con su experiencia para brindar comentarios acerca del cuestionario del Estudio de Victimización y Percepción de Inseguridad (EVPI) 2021 en el Distrito Metropolitano de Quito. La EVPI se ha llevado a cabo en el DMQ en 9 ocasiones desde 2008, generado indicadores a nivel local.

Durante su intervención, el Centro de Excelencia recalcó la importancia de ajustar el instrumento para adoptar los estándares internacionales de Naciones Unidas generados y promovidos por UNODC con respecto a la implementación de Encuestas de Victimización, como la Iniciativa para la Encuesta de Victimización Delictiva para América Latina y el Caribe (VICLAC), la cual promueve un cuestionario regional homologado que utiliza como base la Clasificación Internacional de Delitos con Fines Estadísticos (UNODC; 2015) y las directrices del Manual de Encuestas de Victimización (UNECE,UNODC; 2010). Entre otras instituciones, la Organización de los Estados Americanos (OEA) como miembro del Grupo de Trabajo VICLAC, también recalcó la importancia de ajustar la EVIP a esta Iniciativa.

El adoptar VILCAC significaría que Ecuador podría generar información estadística de calidad, confiable, oportuna y comparable para monitorear para monitorear el avance de 5 indicadores de la Agenda 2030 (11.7.2, 16.1.3, 16.1.4, 16.3.1, 16.5.1) contribuyendo al logro de los Objetivos de Desarrollo Sostenible (ODS) 11: Ciudades y Comunidades Sostenibles y 16: Paz, Justicia e Instituciones Sólidas.

El Centro de Excelencia se encuentra disponible para brindar orientación y asistencia técnica a los Estados Miembros de la región para implementar Encuestas de Victimización, para comprender el fenómeno de la delincuencia a mayor profundidad y el contexto de un país, para así tomar decisiones de política pública más efectivas basadas en evidencia y no dejar a nadie atrás.

This annual conference brings together stakeholders interested in addressing illicit financial flows to improve resource mobilization in Africa. Attendees include government representatives, civil society, international organizations, legislators, media, academia, and national activists. The conference also seeks to function as a platform to connect problems, propose solutions and explore opportunities for collaboration and common action.

Salomé Flores Sierra, Coordinator of the CoE, shared the experience of the Center with a pilot measurement of indicator 16.4.1 Illicit Financial Flows in and out of Latin America. Based on this pilot, flows estimates associated with drug trafficking were generated for Colombia, Ecuador, Mexico, and Peru. This measurement was carried out between 2018 and 2020 and the results can be found at: https://www.unodc.org/unodc/en/data-and-analysis/iff_Lac.html.

Other participants of this session were Gamal Ibrahim from the United Nations Economic Commission for Africa (UNECA) as moderator, Bojan Nastav from the United Nations Conference on Trade and Development (UNCTAD), and Diana Camerini from the UNODC Headquarters Office. The last two shared the methodological frameworks developed to measure illicit flows associated with financial and fiscal practices, as well as illicit markets, respectively. In addition, Maxwell Hlorgbey from the National Statistical Office of Ghana presented the studies carried out on the subject in that country.

Esta Conferencia anual reúne a los actores interesados en abordar los flujos financieros ilícitos y así mejorar la movilización de recursos en África. Los asistentes son representantes de gobiernos, sociedad civil, organizaciones internacionales, legisladores, medios de comunicación, academia y activistas nacionales. La conferencia busca actuar también como una plataforma para articular problemas, proponer soluciones y explorar oportunidades de colaboración y acción común.

Salomé Flores Sierra, Coordinadora del CdE compartió la experiencia del Centro en la medición piloto realizada en cuatro países de América Latina del indicador 16.4.1 Flujos Financieros Ilícitos entrantes y salientes. A partir de este piloto, se generaron estimaciones de estos flujos asociados al narcotráfico para Colombia, Ecuador, México y Perú. También participaron en esta sesión Gamal Ibrahim de la Comisión Económica de Naciones Unidas para África (UNECA) como moderador, Bojan Nastav de la Conferencia de Naciones Unidas para el Comercio y el Desarrollo (UNCTAD) y Diana Camerini de la Oficina sede de la UNODC, ambos compartiendo los marcos metodológicos desarrollados para medir los flujos ilícitos asociados a prácticas financieras y fiscales, así como a mercados ilícitos respectivamente. Además, Maxwell Hlorgbey de la Oficina Nacional Estadística de Ghana presentó los estudios realizados sobre la temática en dicho país.
