Indicators’ Framework

Seeking to strengthen the measurement of corruption beyond bribery, UNDOC and the UNODC-INEGI Center of Excellence developed an ambitious set of indicators from statistical and non-statistical sources aimed at guiding national governments to develop national information systems capable of detecting the presence of corruption, measuring its magnitude and monitoring trends of different forms of corruption, in line with the United Nations Convention against Corruption (UNCAC). The framework provides a list of indicators along with guidance on collecting and analyzing them. .


The ultimate goal of the statistical framework is to contribute to member states' efforts to build scientific-level evidence that can support the design, implementation, monitoring and evaluation of anticorruption policies. Indicators covering the different dimensions of corruption can provide comprehensive evidence to address corruption. The framework is comprehensive and includes different types of indicators (direct and indirect).

 

**The framework is under revision and the final version will be endorsed at the United Nations Conference of States Parties at the end of 2023.
