Survey Manual
Taking into account the advantages and disadvantages of the most commonly used approaches and instruments for measuring bribery, UNODC promotes the development of sample surveys for these purposes. Sample surveys are considered to be the most effective mechanism for obtaining accurate information, gathering enhanced details on different forms of bribery and gaining insight into the actors involved in these crimes, all of which provide input for bodies and officials developing anticorruption policies.
As part of the methodological development for the reporting of indicators 16.5.1 and 16.5.2 of the Sustainable Development Goals, the UNODC-INEGI Center of Excellence undertook the task of producing guidelines to assist countries in the development of corruption surveys through a comprehensive manual that makes use of existing national and international best practices. This Manual benefited from the information provided by the 1st Working Group on Measuring Corruption and was presented at the United Nations Global Forum on Data held in October 2018 in the city of Dubai, in the United Arab Emirates.
