Jamaica publishes the 2023 National Crime Victimisation Survey, aligned with the VICLAC Initiative

The Statistical Institute of Jamaica (STATIN), together with the Ministry of National Security (MNS), presented the results of the Jamaica National Crime Victimisation Survey (JNCVS) 2023, the sixth edition conducted since 2006 and the second framed within the methodology of the Latin America and Caribbean Crime Victimization Survey Initiative (VICLAC/LACSI).

Carried out between November 2022 and October 2023, the survey collected nationwide information from persons aged 18 years and older on their experience of victimisation, perception of safety, trust in justice institutions, and knowledge of crime prevention initiatives.

🔹 Methodological continuity with VICLAC

The JNCVS 2019 was the first to adopt the VICLAC methodology, in line with United Nations standards. This innovation allowed for the incorporation of new questions and strengthened international comparability. The 2023 edition maintains this methodological alignment, ensuring that the results are comparable at the regional and global levels.

🔹 Key findings 2023

  • Victimisation prevalence: 16.6% of the population aged 18 and over were victims of at least one crime in the last 12 months.

  • Most frequent crimes: robbery or larceny (5.5%), threats or extortion (4.6%), and physical assault and injury (2.5%).

  • Reporting to the police (SDG indicator 16.3.1): only 38.8% of crimes were reported.

  • Trust in institutions: 73% of the population expressed confidence in the local police and 84% in judges and courts.

  • Perception of safety (SDG indicator 16.1.4): 52% of women and 68% of men reported feeling safe when walking alone at night.

🔹 International relevance

The publication of the report in 2025 reaffirms Jamaica’s commitment to producing internationally comparable victimisation statistics. As in 2019, the new edition contributes to the volume of surveys aligned with the VICLAC Initiative initiated that year, consolidating Jamaica as a regional benchmark in adopting cutting-edge international standards for the measurement of security and justice.
