Fifth Meeting of the SCA-ECLAC Working Group on the ‘Reference Guide to Police Administrative Records’.
On Friday 14 February, within the framework of the Biennial Programme of regional and international cooperation activities of the SCA-ECLAC Conference on Statistics of the Americas 2024-2025, the Fifth Meeting of the SCA-ECLAC Working Group on the ‘Reference Guide on Police Administrative Records’ was held, which was attended by the National Institute of Statistics and Geography (INEGI) of Mexico as the coordinating country of the Working Group (WG), the UNODC-INEGI Centre of Excellence (CoE), representatives of the national statistical offices and police authorities of: Brazil, Chile, Ecuador, Peru, Puerto Rico, Dominican Republic and Uruguay.
Claudia González Sánchez from the Public Security and Justice Coordination Section of the National Institute of Statistics of Chile (INE) shared the type of characterisation variables of victims, aggressors and criminal acts collected by the Carabineros de Chile and the Investigative Police, according to the questionnaire ‘Survey on police administrative records for Latin America and the Caribbean’, as well as the coordination mechanisms between the INE and the Police.
For his part, Fabricio Fagundez from the Information Systems Division of the Ministry of Interior of Uruguay presented the Public Security Management System (SGSP), a tool that allows the comprehensive management of all complaints and information related to Public Security and police activity, generating a single event. This system also stands out for its real-time interoperability with 13 external information sources, including the Public Prosecutor's Office, whose information generated is of great relevance for Units such as the National Police for operational decision-making and crime investigation or even different state agencies for the definition of public policy. Likewise, the SGSP generates statistical information that can be consulted through a dashboard, which facilitates monitoring, analysis and data-based decision-making.
Meanwhile, Captain Jaime Cosme Oliver of the Puerto Rico Police Use of Force Incident Investigations Division, shared the regulatory framework under which members of the Puerto Rico Police Bureau (PRPB) are authorised to make legitimate use of force, as well as the type of statistical information that is recorded through the Use of Force Platform and displayed through a dashboard such as the number of incidents (according to force level, police area, etc.), incidents with injured subjects and those with injured police officers. ), incidents with injured subjects and those with injured police officers.
Finally, Adrián Franco, Vice President of INEGI, informed the Working Group on the status of the activities carried out and highlighted the good practices identified to date.
