Brazil: Consultation on challenges and opportunities in police administrative records
On November 1, a meeting was held to address doubts and learn about the challenges faced by Brazil within the framework of the Biennial Program of regional and international cooperation activities of the SCA-ECLAC Conference on Statistics of the Americas. Also, to follow up on the regional consultation work to learn about the type of administrative records collected by police corporations or institutions. Participants in this activity included Caroline Santos from the Brazilian Institute of Geography and Statistics (IBGE), Ana Cecilia González, General Coordinator of Statistics and Analysis of the Ministry of Justice and Public Security of Brazil, as well as Adriana Oropeza, coordinator of the UNODC-INEGI Center of Excellence.
In order to understand the challenges faced by Brazil in conducting this information gathering exercise, Ana Cecilia Gonzalez of Brazil’s Ministry of Justice and Public Security presented the structure of the police corporations, where she commented on the need for a nationwide police force. Currently, each of Brazil’s 27 provinces has a civilian police force (Civil State Police) and a military police force (Military Police and Fire Brigade), in addition to three federal police forces: the Federal Police, the Federal Highway Police and the Federal Railway Police.
Therefore, the strategy for the application of the questionnaire will be divided into two stages: the first will cover Federal Police personnel, and the second is expected to cover the rest of the 56 police institutions.
Brazil has extensive experience in collecting information with institutions that make up the public security system. This is reflected in the annual “Profile of Public Security Institutions” survey, which collects information on human and material resources and other issues related to these institutions.
