UNODC hosts the 2nd Meeting of the Task Force on Corruption Measurement

The UNODC-INEGI Center of Excellence in Statistical Information on Government, Crime, Victimization and Justice, along with UNODC’s Research and Trend Analysis Branch and UNDP’s Global Centre for Public Service Excellence sponsored the 2nd Meeting of the Task Force on Corruption Measurement.

The Task Force’s meeting, held in Vienna, Austria on April 4-6th, focused on the technical revision of the preliminary version of their joint “Manual on Corruption Surveys”. This publication, will assist countries to strengthen their capacities for measuring corruption perception and the prevalence of bribery amongst individuals and private sector companies. Moreover, the Manual will set forth methodological recommendations and guidelines for National Statistical Offices to properly report on Indicators 16.5.1 and 16.5.2 of the Sustainable Development Goals.

During the 3-day meeting, the Task Force Members outlined the main challenges in conducting sample surveys to measure such a sensitive topic as corruption; and proposed different approaches to overcome the difficulties in producing reliable, accurate and comparable data. Furthermore, they took a stance for going beyond what is currently required by the SDG Indicators’ disaggregated data, and emphasized the necessity to produce policy-relevant statistical analysis to develop evidence-based corruption countering programmes.

The revision process of the Manual has involved 28 representatives of international organizations, government institutions, private consulting firms and academia. Apart from the sponsors, the institutions that participated in it include the World Bank, the OECD, the European Commission, Transparency International, the National Statistical Offices of Cape Verde, Indonesia, Italy, Mexico and Nigeria, the French Institute of Research for Development, the Austrian Federal Bureau of Anti-Corruption, Deloitte, PwC and the University of Maryland (United States). The final version of the Manual will be presented by the end of 2017.
